Looking for systematicity, the aviation industry created a subcommittee to develop standards for Computer Based Training: the Aviation Industry CBT Committee (AICC). The Advanced Distributed Learning (ADL) initiative of the Department of Defense finally had enough. And academics fought for a variety of theoretical positions.

The initial learning technology standards came out from the AICC. Several other initiatives include IEEE (which is pretty much the US based effort on electric and electronic technology standards to the international stage), and the IMS efforts from academia. Other initiatives include xAPI, sponsored by ADL to address gaps in SCORM.

To put it simply, the main difference between LTI and SCORM is that LTI is focused on connecting learning systems, whereas SCORM is focused on launching training content and tracking interactions. It stands for Learning Tools Interoperability and it is a standard created by the IMS Global Learning Consortium. What is LTI?

You want to implement your courseware to the SCORM standard if you plan to have it launched and/or tracked under an LMS. One case is building a one-off course that needs simple tracking/reporting and will never run under an LMS. In these cases, I'm not tracking and likely it's not under the LMS. What about other Standards?
