You could use any of the many authoring tools, such as Authorware, but you needed an appropriate player. With the advent of Flash, many authoring tools started creating output that could be played by the Flash player, which meant you didn’t need special software to use the courses (if your IT org would support you having it).

In the same way that DVDs are created in a standardized way so they can be read by any DVD player, SCORM sets out the standardized set-up that means elearning can be read by any LMS. Before SCORM, there was AICC, but its functionality was very limited and it’s virtually obsolete now. What are the challenges and benefits of SCORM?

There are different levels of SCORM compliance, as some LMS can only read and deliver the course but do not track attendance, scores or save the learner’s progress. For more than 25 years, statistical data used to prove a program’s value has come from reporting standards based on AICC or SCORM outputs. Looking at how long it took someone to complete training, how many attempts they made, or what score they achieved reveals nothing about learning quality. There is a lack of continuity.
