Im in the weird place of for-profit education, which really has characteristics of both market sectors. What do you do? What do you design?

After a few years, I got involved in an IT initiative (then it was called MIS) -- designing a new software application to support our call center business. Many instructional designers ( Christy Tucker , Wendy Wickham ) build their own courses using tools like Captivate. I primarily focus on the content, the writing, and the schmoozing with the client. Do you think instructional designers should be able to use the tools? In my opinion, knowledge of tools is certainly a value add.
