I'm hoping to address questions such as: How do you create a personal tool set or Personal Learning Environment (PLE) for yourself? For example, Personal Learning , PLE , PWLE , PKM are all pretty closely related. But when I go to PLE and then look at the related Tools, I'm not seeing clear winners.

Most institutions will have a fancy name for it (at Bournemouth it was myBU – ‘My-Bournemouth-University’ – and Warwick it was myWBS – ‘my-Warwick-Business-School’) or they just refer to the supplier name (Blackboard, Moodle, etc).
I’m not buying the PLE, but as noted above, “Adaptive Learning” is going more along those lines, which again, to me, it is not the same. . 8 Blackboard Learning Insight (HE) – I know, I know. Nowadays, it seems that if a university has Instructure and decides to switch, they seem to go Blackboard.
A great chap who provided a new perspective of PLE (private learning environments) for students, which in simplest terms, is the idea that each student would become their own LMS. Based on my discussions with attendees, Blackboard and Moodle dominate. The speakers were from Saudi Arabia, England, America and Canada. Authoring Tools.
