One e-learning vendor who has as part of their assessment solutions has an online proctoring component is Questionmark. The cost of the system to you is $50,000. .

I love Questionmark, its a wonderful product and it can use a “connector” to integrate into your learning platform or system. Again, you can find them in most learning systems and even some authoring tools. They equally match the survey tools, and for some systems their survey tool is better.

Yes they offer some features for free, but the paid version looks exactly like any other social learning system that uses the FB like page. I had a great conversation with them and after their pitch, explained in detail that this many systems do the same thing, if not a tad more then they do. Nothing that blew me away.
