Safe Harbor Statements - Clearly mark pages that are controlled and approved vs. those that are not. Then, maybe open it up to subject matter experts. Then to the help desk. Then maybe to end users / learners. You can also limit what pages can be changed. Version Control - It's easy to roll back changes.
