SCORM’s premise, not what it can or cannot do, was its huge premise of interoperability—far more so than AICC. The idea was that you have content in SCORM and add it to your learning system that accepts SCORM, and tada, it works without any problems or issues. It is fast, relatively easy, and assumes there is no interoperability issues. I refused to be the middleman or go between (unless a massive issue arose, but I never loaded the courses myself). Biz Library courses are available only as AICC. SCORM and AICC. I stayed out of it. And guess what? Who do I buy from?

PENS was created in 2005 by AICC as a new interoperability standard. This is a big issue. Same issue if your product outputs to only AICC, and my LMS vendor does not accept the AICC interoperability standard. In my directory, I found 3 RCAT vendors who list on their site that they accepted this standard.
