In my opinion, giving a learner a self-study eLearning program as their only form of training or support is not much different than handing them a manual to read with some exercises. Then you have a problem with approval codes, another help desk call. Set up a practice environment with exercises or even games.
The problem in executing this shift is not in setting up these new learning environments and communities, but rather in embracing the change.
