But I couldn't put my mouse down n it anywhere without clicking on something, windows would stay open, I have tabs piling up on each other, and through all of it I couldn't find anything useful, and there was no place to actually create anything.

If you access via the web browser on a mobile device, it’s free. I will say they gave me three of the carrot doll/toy like things for my dogs. He says most start off either with learning or performance or both modules. One huge thing I am really hating about SumTotal is their pricing model for their mobile app. E-Learning 24/7.
