The latter is slowly gaining speed, which is an advantage to LMS vendors who have a CAT in their own product – which is SCORM,PENS/IMS compliant. Will it attain mass adoption – I doubt it. Vendor adoption is slow. It is one thing to have a product which offers multiple options incl. Makes sense. Super slow.
