And then the IMS (an initiative of Educause before being spun out as an independent effort) started creating standards, as did the IEEE (Institute of Electrical and Electronics Engineers), the major body in the US responsible for computing standards. There are a bunch of other standards by ADL (who is responsible for SCORM ), IMS , IEEE LTSC including CORDRAâ„¢ , LOM , Meta-data , etc. Note: ARIADNE, AICC, IEEE LTSC, and IMS all participate in ADL's work on SCORM). I've also seen it in an environment that had certain restrictions on JavaScript. in the eLearning world.

Resources authored in eXe can be exported in IMS Content Package, SCORM 1.2, or IMS Common Cartridge formats or as simple self-contained web pages. Wink Wink is a Tutorial and Presentation creation software, primarily aimed at creating tutorials on how to use software (like a tutor for MS-Word/Excel etc). to version 3.6.6
Several other initiatives include IEEE (which is pretty much the US based effort on electric and electronic technology standards to the international stage), and the IMS efforts from academia. The Department of Defense’s ADL initiative decided upon a version, to move things forward, and thus was born SCORM. Standards are good.
ADL (Advanced Distributed Learning). The primary purpose of the LTI standard, created by the IMS Global Learning Consortium, is to connect learning systems, such as an LMS, with external service tools. It’s a five-phase framework that instructional designers use; a guideline for building effective training and learning support tools.
While IMS & IEEE held meetings to get learning content standards nailed down, ADL just put their foot down with SCORM (and US Defense is a big foot), and it pretty much got everyone’s attention. They own the space, and everyone has to at least read and write their format to have any credibility.
xAPI was a glimmer in the eye of ADL, Rustici and in particular Ben Clark, who was spearheading Project Tin Can development. Conversely, LTI and other IMS standards were the driving force behind most academic institutions. When I first joined Rustici in 2011, SCORM was the de facto standard for our customers.
To solve this problem, in 1999 the government tasked a small research laboratory, ADL, to “develop common specifications and standards for e-learning.” The lab combined the work of existing standards organizations like the AICC , IMS and the IEEE LTSC into a cohesive reference model.
It stands for Learning Tools Interoperability and it is a standard created by the IMS Global Learning Consortium. SCORM stands for Shareable Content Object Reference Model and it was developed, and is now managed, by Advanced Distributed Learning Initiative (ADL) to support the Department of Defense. Pitched as the “true next generation of SCORM”, ADL have taken over the cmi5 specification (which suggests it will evolve!). With cmi5, ADL are writing the packaging and structuring specification that xAPI failed to deliver. The IMS Global Learning Consortium have focused on these standards in particular.

I wonder if part of this is due in part to an out-moded model of instructional design than is focused on industrial-era units of learning like courses and isn't built from an architectural standpoint, to handle the idea of people actually learning vis systems like IM, wikis, blogs, etc. I will say this.whether or not LETSI or SCORM 2.0

Im sure there will be many posts remembering Philip.there should be. and were back. There are no links here although there are a number that could be included.
