Trainers handed the task of building courses and incorporate the builds as an extension of ILT – i.e. linear. PENS was created in 2005 by AICC as a new interoperability standard. Same issue if your product outputs to only AICC, and my LMS vendor does not accept the AICC interoperability standard. Again, why?
If you are still a huge fan of ILT or believe a blended learning approach is necessary, why stick only to PowerPoint, handouts and long talks? no SCORM, AICC or PENS – however, I am now seeing a few vendors offer PENS (created by AICC back in 2005, but slowly gaining traction). Non compliant – i.e
A calendar – Should have scheduled items on it, could be webinars (online only), seminars (ILT), online group whatevers , days you can’t be bothered, etc. SCORM 2004 3rd edition, SCORM 2004 4th edition, AICC, PENS, xAPI, CMI-5). Some type of learning environment online (I know a shocker huh?).
Also SCORM 1.2 & AICC. Courses appearing in the market in a linear fashion, a result of people entering the space from a ILT background, it fits under this category, because vendors are not explaining the non-linear nor the true essence of WBT of courses. LMS, web, CD, etc., ADL SCORM 2004 CERTIFIED. If you are using SCORM 1.2
Schedule ILT courses – typically appears in the event mgt section. SCORM/AICC/PENS/IMS. Those that don’t are due to: Your tool works only with SCORM 2004 3rd edition, and your LMS only accepts AICC. Administrator can put learners into various groups based on department, region, job role. Curriculum management.

A robust system that contains everything from a perfect score in my learning environment functionaliy to administration (also a perfect score) to content curation, video management (with auto detection FPS) to the ability to accept course standards including xAPI and PENS. in iTunes and Google Play). Pretty much supports all verticals.
