SCORM compliance and/or AICC – there are tools out there who support neither – but that is not the norm and there are a few tools out there who also support PENS. I love the ribbon style approach, the custom branding angle with your player, audio and video narration, SCORM/AICC – perfect for the masses.
What about AICC? Unless you purchased a tool that is only AICC compliant, which in that case, time to ditch it and get another one. If you purchased an AICC only, then you have to find a system that is AICC compliant. It can be SCORM too, but the AICC is the key. . What about PENS or some other compliance standard?

All of the well-known authoring tools export course content to eLearning standards like SCORM , Tin Can API , and AICC. But if the authoring tool failed to send interactive data, support for the LMS alone will fail to correct the issue. But they don’t always follow the specs for these standards correctly.

What I am finding is that AICC is nearly gone in the LEP space (as it is with LMSs too), so if I was you, I’d seek SCORM, SCORM 1.2, PENS is nearly non-existent in this segment and CMI-5 is extremely new and few vendors have it – expect more in 2019. xAPI as my top three.
If you are seeking PENS, LMS. AICC – slightly LMS – personally AICC should be on the next satellite to go into space never to be seen again, but that’s just me. I was actually surprised at the number of learning platforms who either had ZERO course standards. That said, it is a tie. 2004 – tie.
