I think Mark missed the bigger barriers of Changing Knowledge Worker Attitudes and the work literacy gap. And, when you look at adoption patterns - a lot of what makes adoption of Web 2.0 I agree with Mark that there are fairly sizable organizational culture aspects to enterprise adoption of enterprise 2.0 / web 2.0 / eLearning 2.0.
