For me, one of the major emerging issues in both sectors is the rise of Web 2.0. Facebook, MySpace, YouTube, blogs, wikis and other social media have shifted the role of the learner from a mere recipient of content, to an active participant in the production of content. I agree with Mark that there are fairly sizable organizational culture aspects to enterprise adoption of enterprise 2.0 / web 2.0 / eLearning 2.0. I think Mark missed the bigger barriers of Changing Knowledge Worker Attitudes and the work literacy gap. And I think it's easy to underestimate that impact.
