Articulate Studio ’13 – Developed by the same folks as Storyline, Articulate Studio piggy-backs off of Microsoft PowerPoint as well. In the end though, the best program for elearning development really comes down to personal preference as well as the type of content you are training to.

For instance, I use Adobe Captivate to create most of my eLearning content, and Adobe RoboHelp to create my Help Systems. Lectures, information dump & knowledge test, in general content presentation doesn’t lead to meaningful change in behavior in the absence of activity. Designed action and guided reflection, which looks a lot more like a lab or studio than a classroom, is what we want. Which would be a shame just as I pointed out in the other case.
